This seems hardly a factual statement. Vast numbers of hugely popular games (including all major CRPGs and many turn-based strategy titles, as well as many pen paper roleplaying games) use turn-based random combat, which is hard to explain if this "tends to lead" to repetitive fight scenes and puts the player at the mercy of random factors.
